If it's a missing ticket due to a downgrade or region change then you may have a bricked Wii. First, make sure the type of media you're using is compatible with the Wii and/or your computer's DVD Burner. You'll need to make sure the account you're using has all permissions.

Try to reinstall all IOS's from original sources then run IOS Downgrader or Q. Make sure you are using DVD-R discs, seeing as they are most compatible.
